Instructions
Combine water, potatoes, carrots, onion, celery, salt, and pepper in large kettle
Boil 10-12 minutes
White Sauce
Melt butter in small saucepan
Add flour and stir until smooth (about 1 minute)
Slowly add milk and cook until thickened
Add grated cheese and stir until melted
Add white sauce and cubed ham to vegetables and liquid
